Do or do not. There is no try

In an Article entitled Bush defends World War Three comments on Iran Reported by Iain Rogers; Edited by Charles Dick, Dubya states:

"I would say that we would always try to try diplomacy first," he said. "In other words, I -- I've committed our troops into harm's way twice, and it's not a pleasant experience because I understand the consequences firsthand."

What does he mean by "Try to try diplomacy first"? They're not going to try diplomacy first. They're going to try to try which means they're not even trying.

I think our "President" needs to take some advice from a wise Jedi Master.
